Converting to 9:16 changes the frame, so the video has to be re-encoded rather than simply copied. Re-encoding uses more CPU and memory, so larger clips take longer. The tool is capped at 150 MB for stability.

When a wide video is cropped to a tall 9:16 frame, only part of the width fits. The crop position chooses which part to keep (left, center or right) so you can keep your subject in frame.
